Affordable Care Act May Help Consumers Fight Their Medical Debt ...

The Affordable Care Act contains little-known provisions that may help working families tackle overwhelming medical debts, according to a recent report from the Chicago Tribune.

The relief is certainly needed, as sources indicate that unpaid medical bills account for roughly half of all debts reported to credit agencies.

But most people, and even many medical provides, are unaware of the provision of the new health care law that expressly prohibits certain kinds of collection actions.

Health Care Law Takes Aim at Aggressive Debt Collectors

According to sources, the health care law directed the Internal Revenue Service (IRS) to punish hospitals that fail to meet certain care requirements. If hospitals break these new rules, they may lose their federal tax exemptions.

Under the new rules, hospitals must provide written forms that explain their financial assistance policies, including who is eligible for free or reduced cost medical care.

In the past, such information was not widely publicized, and patients who were eligible for discounted care were often completely unaware of their potential cost savings.

In addition, hospitals must refrain from ?extraordinary collections actions? against patients before determining whether those patients are eligible for financial aid.

This phrase, ?extraordinary collections actions? has not yet been defined, but sources suggest that the language was used in order to protect low-income patients from endless harassment by collection agencies.

Unfortunately, many hospitals have not started to honor these new rules, with some hospitals going so far as to demand payments in their waiting rooms, so patients must learn their rights so they can defend themselves when it comes time to pay their medical bills.

Tips for Consumers Looking to Reduce Their Medical Bills

If you have recently received medical care, and are concerned about having a medical bill reported to a collection agency, contact your hospital?s billing department and request information about receiving financial assistance.

In addition, you are also entitled to ask whether the hospital provides counseling for patients with large medical costs. If the hospital?s employees refuse to answer these questions over the phone, send a letter to the hospital?s senior management.

And if these methods fail to solve your debt woes, remember that filing for Chapter 7 Bankruptcy may be a promising alternative source of medical debt relief.

In Chapter 7, consumers may be able to discharge some or all of their unsecured debts, including their medical bills, provided that they meet certain filing requirements.

Foxconn reopens huge China factory after riot

TAIYUAN, China (Reuters) - A Chinese factory owned by iPhone assembler Foxconn resumed production on Tuesday after a riot involving 2,000 workers had forced it to close for 24 hours, in an incident that put Chinese labor conditions back under the microscope.

The huge factory that employs some 79,000 workers in northern Taiyuan city erupted into violence late on Sunday and into the early hours of Monday morning after what the plant's owner, Foxconn Technology Group of Taiwan, described as a personal dispute that spun out of control.

Workers on Tuesday morning walked back through the gates of the factory, which was still ringed by police and showed clear signs of damage caused by the fighting, in which 40 people were injured, according to Foxconn and Chinese local media.

Some gates were still flat on the ground, having been bent over, and windows were smashed. A loud speaker on a loop recording called for people to maintain social order.

Foxconn, which assembles Apple's iPhones as well as making components for other global electronics firms, has faced accusations of poor conditions and mistreatment of workers at its plants in China, where it employs about 1 million people.

The company says it has been spending heavily in recent months to improve working conditions and to raise wages.

Foxconn spokesman Louis Woo said on Tuesday that the one-day closure would not disrupt supplies from the factory.

"We have 79,000 people working in the Taiyuan campus, and we always have spare inventory," Woo said.

Foxconn does not confirm which of its plants supply Apple, but an employee told Reuters that the Taiyuan plant was among those that assembled and made parts for Apple's iPhone 5.

Foxconn said in a statement the incident had escalated from a row between several employees at around 11 p.m. on Sunday in the privately managed workers' dormitory, and was brought under control by police at around 3 a.m.

Comments posted online, however, suggested security guards may have been to blame.

Foxconn is the trading name of Hon Hai Precision Industry Co, the world's largest contract maker of electronics.

Knowledge is power when it comes to pet policies. You may be a dog lover, maybe even a lifelong dog owner, but naturally this doesn?t make you a veterinary expert. Thus, it?s important to know a bit about dog breeds to determine if you should let a tenant have a certain pet, in order to protect yourself and the rest of your tenants.

Meeting each pet before agreeing to a lease is a good idea, even with a liberal pet policy in your units. Weight limits for dogs are a smart in terms of general damage a big and energetic dog could wreak on your property, inside and out. But a 10 year old, mopey golden retriever is unlikely to be a huge concern. When you do meet the pet, you should not only check its general disposition, but have the renter prove to you that the pet follows commands well.

However, some dog breeds you should beware of generally include the following:

  • The dogs most often banned around the world include American bulldogs, Mastiffs, Wolfdogs, Boerboels, Dogo Argentino, Presa Canario, Fila Brasileiro, Japanese Tosa Inu, and the American Pit Bull Terrier.
  • Dogs that generally have a bad rap are Pit Bulls, Dobermans, and Rottweilers.
  • Schnauzers, old English Sheepdogs, and Shar Peis are not particularly friendly.
  • Dogs that don?t normally get singledout because of their size but can be aggressive include Chow Chows, Llasa Apsos. Jack Russell Terriers, Papillons, Dachshunds, Cocker Spaniels, Bull Terriers, Pekingeses, Beagles, and Chihuahuas. Small dogs can be aggressive and bite too, so just because a dog is small doesn?t mean its not a risk.
  • Mutts unfortunately have no recipe for disposition.
  • For perspective, some dogs that are known to be friendly or docile include Bassett Hounds, Golden Retrievers, Labradors, Siberian Huskies and Greyhounds.

Also, ask the renter also for the particular dog?s history. While saving a rescue dog is a good deed, if the dog has experienced trauma, it may have behavioral issues and possibly even be temperamental towards a certain race or gender.

Generally speaking, having an allowance for pets will increase your pool of potential renters and even the amount you can charge for the apartment. But not every pet is built equally and some will be a perfect fit while others would make for trouble. So creating a list of breeds you would not allow and spelling out your policies in the lease and on your website is a good idea.

Call for Entries Announced for 2013 NAHBGreen Awards ...

WASHINGTON, D.C. ? September 25, 2012 ? (RealEstateRama) ? The National Association of Home Builders (NAHB) is now accepting submissions for its 2013 NAHBGreen Awards. Each year, NAHB recognizes individuals, companies and organizations for excellence in residential green design and construction practices and for green building program and advocacy efforts.

This year, the award winners will be revealed to an even wider audience than in past years, with the awards being announced on Jan. 23 in conjunction with the 2013 International Builders? Show in Las Vegas.

?The NAHBGreen Awards showcase the best and most innovative work in green,? said NAHB Chairman Barry Rutenberg, a home builder from Gainesville, Fla. ?This is an excellent opportunity for industry professionals to be recognized for their hard work.?

The awards are open to both NAHB members and non-NAHB members. To be eligible for the Green Project of the Year categories, projects must have been started no earlier than January 2010 and substantially completed by December 2012.
Categories include: Project of the Year?Single Family, Project of the Year?Multifamily, Project of the Year?Remodel, Project of the Year?Site Development, and Advocate of the Year.

All homes and developments must be scored to the ICC-700 National Green Building Standard, to ensure fair comparisons for judging purposes. This can be done by using the online Green Scoring Tool at www.nahbgreen.org.

All entries must be received by Oct. 18, 2012. Application fees are $250 for Project of the Year categories and $150 for the Advocate of the Year award.

Androgens regulate protein CD24, needed for tumor metastasis

Bladder cancer patients whose tumors express high levels of the protein CD24 have worse prognoses than patients with lower CD24. A University of Colorado Cancer Center study published today in the Proceedings of the National Academy of Sciences shows that CD24 expression may depend on androgens and that anti-androgen therapies like those currently used to treat prostate cancer may benefit bladder cancer patients.

"This is a major finding bladder cancer development and spread to other organs depends significantly on CD24, which in turn depends on androgens like testosterone. By taking away these androgens, we may be able to greatly diminish the proliferative and metastatic power of bladder cancer cells," says the study's senior author, Dan Theodorescu, MD, PhD, director of the University of Colorado Cancer Center.

Theodorescu and colleagues started with mouse models, showing that mice without the ability to make the protein CD24 had fewer primary bladder tumors and metastases (bladder tumor spread to other organs) compared to mice with CD24 intact. This effect was most marked in male mice. The group moved to human tumor samples, showing that when patients were stratified according to the levels of CD24 expressed in their tumors, especially the male patients had poorer outcomes, including higher rates of relapse and shorter disease-free survival.

"To us, these sex-specific findings implied androgen involvement," Theodorescu says. Sure enough, when the group knocked down androgen receptors in human bladder cancer cell lines, they saw a corresponding drop in CD24 levels and also decreased cell proliferation. When they artificially added CD24, cell proliferation resumed regardless of androgen levels. In essence, androgen is effectively a hormonal switch that allowed the harmful effect of CD24 to flow.

Together, these finding imply not only a correlative but a causative effect of CD24 that not only do high levels of CD24 mark more aggressive bladder tumors, but that CD24 in fact drives the aggressiveness of these tumors. While the protein CD24 is difficult to affect directly with current therapies, anti-androgen therapies that would diminish the tumor's ability to express CD24 are already in wide use for prostate cancer.

"We hope the results of these studies show the rationale for clinical studies of anti-androgen therapies with bladder cancer, especially in those tumors that happen to test markedly high in CD24 expression," Theodorescu says. "The next step is moving this promising therapy to clinical trials with human patients."

More bodies found in area of Mexico plagued by drug gangs

MORELIA, Mexico (AP) -- Officials said they found seven burned and dismembered bodies in the bed of a pickup truck in a part of western Mexico plagued by battles between drug gangs.

The Michoacan state prosecutor's office said the bodies were found early Saturday on a highway east of Lake Chapala, between the towns of Sahuayo and La Barca.

Seventeen other bodies were discovered Monday, 12 miles away along the same highway.

Space shuttle Endeavour to final frontier, in Los Angeles

LOS ANGELES (Reuters) - The space shuttle Endeavour, bolted to the top of a jumbo jet, took off on Friday from Edwards Air Force Base for a last airborne victory lap over California en route to its final frontier and retirement home - a science museum in Los Angeles.

Riding piggyback on a specially modified Boeing 747, the 75-ton winged spaceship departed at 8:17 a.m. (1517 GMT) on the final leg of its cross-country trip that started on Wednesday in Cape Canaveral, Florida. The scheduled departure was about an hour later than originally planned due to fog over the San Francisco Bay area.

The Boeing 747 with the shuttle took off into clear blue skies and circled back for a flyover over Edwards, as spectators snapped pictures of Endeavour aloft one last time.

After making at least 20 planned low-altitude passes over some of California's best-known landmarks and scientific institutions, including Disneyland and the Jet Propulsion Laboratory, Endeavour and its carrier jet are expected to land at Los Angeles International Airport at about 12:45 p.m. (1945 GMT).

Friday's flight from Edwards, about 100 miles north of Los Angeles in the Mojave Desert, will mark Endeavour's last ferry flight, and the final airborne journey for any of NASA's three surviving shuttles.

NASA retired Endeavour and the rest of its shuttle fleet last year after completing the U.S. portion of the $100 billion International Space Station, a permanently staffed research complex orbiting 250 miles above Earth.

Its arrival Thursday afternoon at Edwards was a homecoming of sorts for the California-made spacecraft, which was built as a replacement for Challenger, the shuttle lost in a 1986 launch accident that killed seven astronauts.

Endeavour went on to fly 25 missions, including 12 to help construct and outfit the space station, and logged nearly 123 million miles (198 million km) in flight during 4,671 orbits.

Seven of those missions ended with Endeavour landing at Edwards, which served as NASA's principal backup for shuttle returns during much of the 30-year orbiter program in case of bad weather over Cape Canaveral.

'THERE'S MY SPACESHIP'

On its way to Edwards on Thursday, Endeavour and its carrier jet performed a fly-by pass over Tucson, Arizona, in tribute to former Congresswoman Gabrielle Giffords and her husband, Mark Kelly, the retired astronaut who commanded Endeavour's final flight on his last mission in late May 2011.

Kelly and Giffords, who is still recuperating from a gunshot wound to the head suffered in an attempt on her life last year, watched the flyover from the roof of a Tucson parking garage.

"When it came into view, Mark said, 'There's my spaceship!'" recounted a former aide, C.J. Karamargin, who joined the couple for the event. "Gabby was just elated, hooting and hollering like the rest of us were."

After its arrival at Los Angeles, Endeavour will undergo preparations to be moved next month through city streets from the airport to its permanent home at the California Science Center in downtown Los Angeles, where the shuttle will be put on public display starting October 30.

To make way for the mammoth orbiter along its 12-mile (19-km) route to the museum, crews are cutting down nearly 400 trees, raising overhead utility wires and temporarily removing hundreds of utility poles, street lights and traffic signals. The science center has agreed to plant 1,000 new trees to replace those scheduled for removal.

Endeavour is the second of NASA's three surviving shuttles to be sent to a museum. The oldest surviving shuttle, Discovery, is on display at the Smithsonian Institution's Steven F. Udvar-Hazy Center outside Washington.

Atlantis, which flew NASA's 135th and final shuttle mission in July 2011, will be towed down the road to the Kennedy Space Center Visitor Complex in November.

NASA lost a fourth shuttle, Columbia, in another fatal accident in 2003. That shuttle was not replaced. A shuttle test vehicle, Enterprise, which has never flown in space, was delivered to a New York City museum.

On its way from Edwards to the Los Angeles, Endeavour and its carrier jet are to fly in low over San Francisco Bay and the California state capitol in Sacramento before heading south for additional flyovers of such landmarks as Disneyland, the Griffith Observatory, the Hollywood sign, Malibu Beach and Los Angeles City Hall.

Dixon Smith, Stage 4 Cancer Patient, Thwarts Robbery With Shotgun

LAKETON TOWNSHIP, Mich. (AP) ? A 63-year-old man with stage 4 lymphoma, steady nerves and a double-barreled shotgun thwarted a break-in at his western Michigan home and convinced two suspects to surrender, police said.

Dixon Smith said he confronted the two young men just before noon Thursday after they climbed the stairs to the second floor of his home in Muskegon County's Laketon Township.

Smith and police believe one of the suspects picked the front door lock with a credit card.

"I'm still trying to calm down," Smith, who was home alone working in his second-story loft, told MLive.com for a story published Friday. "Within three minutes I see a guy with a hoodie walking past my front window."

"They made it almost to the top stair. I came out and told them to lay down," he said of the frightening experience. "Tell you what, you've got a shotgun, you're waiting, you hear them on the stairway coming for your bedroom."

Smith, whose lymphoma currently is in remission, ordered the two to lie down and held them at bay with the loaded gun while he called 911 and waited for police, who arrived after "kind of a long" five-to-10-minute wait.

Smith said he spent the time holding his shotgun on the two suspects, who assured him they wouldn't try anything and eventually surrendered to police. No one was injured.

"I really tried to be as forceful as possible," Smith said. "I didn't want them to get me into a conversation. You can't let them get too close to where they can grab the gun."

Both suspects were lodged at the Muskegon County Jail awaiting charges, said Sgt. Pat Herremans of the Muskegon County Sheriff's Office.

Smith said he and his wife knew and, over the years, have tried to help one of the suspects.

Mitt Romney and the 'macaca' trap

It?s 864 miles from Boston, Mass., to Breaks, Va., but by one measurement?mine?a six-year old incident in that small town had a huge impact on the presidential prospects of the Massachusetts governor that still resonates today?to Mitt Romney?s distinct disadvantage.

As the 2006 midterm campaign began, Virginia Republican Senator George Allen seemed well on his way to a big re-election victory?the prelude to his all-but-certain campaign for president in 2008. Allen?s strong appeal to the Religious Right promised to provide him a huge advantage in Iowa, where more than half the Republican electorate is self-identified evangelicals.

Then, on Aug. 11, while campaigning in Breaks, Allen spied S.R. Sidarth, who was video recording Allen on behalf of his Democratic opponent, Jim Webb. Turning to Sidarth, Allen said:
?This fellow here over here with the yellow shirt, Macaca, or whatever his name is. He's with my opponent. Let's give a welcome to Macaca, here. Welcome to America and the real world of Virginia.?

While Allen later said he had simply made it up, ?macaca? is a racially insulting term used by colonial whites in Northern Africa. (?Monkey? is the translation from the Portuguese.) The fact that Allen?s mother is of French Tunisian descent made it implausible that he had, by some incredible coincidence, made up the term.

The existence of YouTube meant that the video recorded by Sidarth became a permanent feature of the campaign coverage. That November, Allen lost his seat by less than one half of one percentage point?and with that loss, his presidential campaign disappeared.

For then-Governor Mitt Romney, who was preparing his own presidential campaign, Allen?s absence from the field seemed to open up a whole new opportunity. None of the other GOP prospects?New York Mayor Rudy Giuliani, Senator John McCain, former Senator Fred Thompson?had any special appeal to evangelicals, and Arkansas governor Mike Huckabee was virtually unknown, with no financial resources to speak of. With Romney?s enormous financial advantage, the thinking went, Romney could win in Iowa, capture his neighboring state of New Hampshire a week later, and effectively cinch the nomination in its opening weeks.

To do that, however, Romney would have to accelerate his efforts to move to the political Right. His essentially centrist moderate tenure as governor?pro-choice, pro-gay rights, pro-gun control, pro-environmentalism?was always going to be a problem with the increasingly conservative base of the Republican Party. Had Senator Allen won his race and entered the presidential race, Romney might well have chosen the path that McCain took: skip Iowa and concentrate his efforts in New Hampshire, where evangelicals represents a far smaller element of the GOP. But with Iowa now a target of opportunity for Romney, his move Rightward became more like a lunge.

That has haunted him for six years.

It?s not just that the tactic failed as Huckabee leveraged his strong support among evangelicals to win the Iowa caucuses, and McCain reminded New Hampshire folks why they?d fallen in love with him in 2000.

It?s that Romney had to so completely redefine himself that it stamped him as a candidate who cannot tell us who he is and what he stands for. Despairing conservative pundits keep urging him to ?tell America who you really are,? and it brings to mind Robert Kennedy in 1965 entreating New York mayoral candidate Abe Beam to ?tell the voters why you want to be mayor!??to which Beame replied: ?Great?what do I say then??

For me, Romney always seems in perpetual fear of saying the wrong thing, finding himself trapped between the governor he was, and the candidate he has been and still is. If my memory is correct, there has never been a moment when Romney has said to his party?s base, ?I have a different view than you do about?? about, well, anything, as Bill Clinton did on welfare and free trade, as George W. Bush did on the federal government?s role in education.

It may well be true that Romney running on his record in Massachusetts could not have won the Republican nomination in 2008, nor in 2012. But had Allen not uttered that infamous ?macaca? phrase, Romney might well have had no choice. And it would, I believe, have made him a far more formidable candidate.

LOS ANGELES (AP) ? Space shuttle Endeavour will spend its last flying day Friday not rocketing into space, but doing what most tourists do when visiting California: Taking in the state Capitol, Golden Gate Bridge and the Hollywood Sign.

In what promises to be a crowd-rousing air show, Endeavour, strapped atop a 747 jumbo jet, will take off after sunrise from Edwards Air Force Base in the Mojave Desert and dip low over various landmarks in a 4 1/2-hour sightseeing flight before landing at the Los Angeles International Airport.

It's Endeavour's last aerial hurrah before it spends its retirement years as a museum piece.

"We're so excited to be welcoming Endeavour home in grand style with these flyovers," said Jeffrey Rudolph, president of the California Science Center, where the shuttle will go on permanent display.

Since Endeavour will buzz by some of the Golden State's most iconic sights, law enforcement and transportation authorities warned motorists not to "gawk and drive."

"We want people to take in this majestic show," Los Angeles police Cmdr. Scott Kroeber said earlier this week. "But if you're driving, please drive and don't try to take in the show simultaneously."

Extra officers will be on duty along the freeways near LAX to make sure traffic flows smoothly as the shuttle zooms overhead.

Endeavour returned to its birthplace Thursday after an emotional cross-country ferry flight that made a special flyover of Tucson, Ariz., to honor its last commander, Mark Kelly and his wife, former Arizona Rep. Gabrielle Giffords.

Giffords, who is recovering from a gunshot wound to the head, was "hooting and hollering" as Endeavour looped around her hometown, according to her former aide C.J. Karamargin.

NASA's shuttle fleet, which retired last year after three decades of flight, was assembled in Palmdale near Edwards Air Force Base. The military outpost 100 miles north of Los Angeles served as the original shuttle landing strip and remained a backup site in case of stormy weather at Cape Canaveral, Fla.

The youngest shuttle, Endeavour replaced Challenger, which blew up during liftoff in 1986. NASA lost another shuttle, Columbia, in 2003 when it disintegrated during re-entry. Fourteen astronauts were killed.

During 25 missions, Endeavour spent 299 days in space and orbited Earth nearly 4,700 times, racking up 123 million miles.

On its maiden flight in 1992, a trio of spacewalking astronauts grabbed a stranded communications satellite in for repair. It also flew the first repair mission to the Hubble Space Telescope to fix a faulty mirror. But most of its flights ferried cargo and equipment to the International Space Station, which is near completion.

Under White House orders to explore beyond low-Earth orbit, NASA is hitching rides on Russian rockets to the orbiting laboratory until private companies can provide regular service.

Endeavour is the second of three remaining shuttles to head to its retirement home. In April, Discovery arrived at the Smithsonian Institution's hangar in Virginia. Atlantis, which closed out the shuttle program, will stay in Florida where it will be towed a short distance to the Kennedy Space Center's visitor center in the fall.

Endeavour will remain at an airport hangar for several weeks as crews ready the shuttle for its own road trip. Unlike Atlantis, it will creep through city streets to the California Science Center near downtown.

Some 400 trees will be cleared along the 12-mile route to make room, a move that has riled some residents in affected neighborhoods. Museum officials have pledged to replant double the number of chopped trees.

The original 'Twitter'? Tiny electronic tags monitor birds' social networks

ScienceDaily (Sep. 20, 2012) ? If two birds meet deep in the forest, does anybody hear? Until now, nobody did, unless an intrepid biologist was hiding underneath a bush and watching their behavior, or the birds happened to meet near a research monitoring station. But an electronic tag designed at the University of Washington can for the first time see when birds meet in the wild.

A new study led by a biologist at Scotland's University of St. Andrews used the UW tags to see whether crows might learn to use tools from one another. The findings, published last week in Current Biology, supported the theory by showing an unexpected amount of social mobility, with the crows often spending time near birds outside their immediate family.

The study looked at crows in New Caledonia, an archipelago of islands in the South Pacific. The crows are famous for using different tools to extract prey from deadwood and vegetation. Biologists wondered whether the birds might learn by watching each other.

The results, as reported by St. Andrews, revealed "a surprising number of contacts" between non-related crows. During one week, the technology recorded more than 28,000 interactions among 34 crows. While core family units of New Caledonian crows contain only three members, the study found all the birds were connected to the larger social network.

The new paper is the first published study using the UW tags to record animal social interactions.

"This is a new type of animal-tracking technology," said co-author Brian Otis, a UW associate professor of electrical engineering whose lab developed the tags. "Ecology is just one of the many fields that will be transformed with miniaturized, low-power wireless sensors."

Biologists normally tag animals with radio transmitters that broadcast at a particular frequency, and field researchers use a receiver to listen for that frequency and detect when the animal is present. An encounter between small animals would only be recorded if the researcher was nearby.

The UW system, called Encounternet, uses programmable digital tags that can send and receive pulses.

"Encounternet tags can monitor each other, so you can use them to study interactions among animals," said co-author John Burt, a UW affiliate professor of electrical engineering. "You can't even start to do that with other radio-tracking technology."

Other research groups are using the UW tags around the world. Researchers at the University of Windsor in Canada are using them to study mating behavior in Costa Rican long-tailed manikins; a researcher at Drexel University is using them to study the interaction between birds and army ants in Costa Rica; German researchers are putting the tags on sea lions in the Galapagos Islands to study their behavior as they pull up on beaches; and researchers in the Netherlands are studying the social behavior of great tits, a small woodland bird. "It's a big topic right now, the idea that animals have social networks," Burt said. He has been working with field biologists for the last three years to deploy the tags.

"There are other tags that can do proximity logging, but they're all very big and for larger animals. None is as small as Encounternet -- or even near to it."

The smallest of the UW tags weighs less than 1 gram (0.035 ounces) and can be used on animals as light as 20 grams (less than an ounce), about the weight of a sparrow.

Researchers attach the tags to birds with straps that degrade and harmlessly fall off after the battery dies. The tag records nearby pulses, and the signal strength gives an estimate of the other animal's distance.

A typical study using the system includes a few dozen tags and between 10 and 100 fixed base stations. When tagged animals pass a base station the data is transmitted wirelessly from the tag to the base station, and from there to the Internet. Researchers can also reprogram the tags remotely -- for example, they can look at initial results to see when there are few encounters happening, and turn the battery off during those times to conserve power.

Burt completed his doctorate at the UW in 2000, with a dissertation on birdsong communication and learning. He wished that there was a way to automatically monitor bird interactions in the wild, and in 2005 joined forces with Otis, an expert in small, lightweight, low-power electronics. Burt managed the project to develop the tags, with funding from the National Science Foundation, as a research scientist in Otis' group. This fall they founded Encounternet LLC in Portland, Ore., where Burt now lives. He is working to add a GPS component to record the location of encounters, and to add an accelerometer and other sensors that could detect an animal's behavior.

"People are excited about this because for the first time, it allows them to study smaller animal interactions and social networks on an incredibly fine scale," Burt said.
