A Rome man was arrested and charged Saturday with simple battery under the Family Violence Act and three counts of cruelty to children along with a verbal probation warning, according to a Floyd County Jail report.According to the report:
David Jason Palmer, 32, of 2419 Flannery St., was charged after he allegedly struck the victim across the face with a closed fist, leaving visible swelling and redness. He did this in the presence of three children.
He remained in jail Saturday night without bond.

Chuck Krulak has been around the world both in and out of uniform. He's certain about what makes Birmingham unique.
"This isn't just the home of civil rights. It's the home of human rights," said Krulak, Birmingham-Southern College's president and the former commandant of the United States Marine Corps.
"Birmingham remade America. The fight here redefined the nation and spread to so much of the world," he said. "We should embrace that heritage. There should be monuments on street corners all over the city and region like there are in Washington.
"We don't need to be like Atlanta or Charlotte. We need to be like Birmingham can be, with leadership and vision.
Yet Krulak said he has found that too many in Birmingham don't appreciate all that the city and region has to offer. And Krulak said he has been particularly struck by an unwillingness to confront and embrace the city's past, especially its racial history and the struggles of the 1960s to overcome generations of racism and inequality.
"I don't know what is stopping us from celebrating in a real and everyday way the battles and victories won in the name of human rights," Krulak said. "Maybe some are embarrassed by the past. Maybe some are still angry. I don't know.
"But I know what went on here is a real thing that should be recognized and sold to the world as the second or third American revolution.
"It is something to be proud of and come together over."

A retired Presbyterian minister who officiated at 16 same-sex weddings during the brief period they were legal in California has been censured by her denomination?s highest court.
The General Assembly Permanent Judicial Commission of the Presbyterian Church (U.S.A.) ruled in a 9-6 verdict issued Tuesday that the Rev. Jane Spahr of San Francisco deliberately violated church law when she conducted the marriage ceremonies in 2008.
Spahr, 69, who was ordained two years before she came out as a lesbian during the 1970s and subsequently went on to lead a national ministry that lobbied to have the church allow openly gay clergy as pastors, admitted marrying the couples, but argued that her actions were inspired by Presbyterian teachings on diversity and inclusion.
The commission previously has ruled that clergy may bless same-sex unions, but can only perform wedding ceremonies for opposite-sex couples.
?The issue is not simply the same-sex ceremony,? the commission wrote in its majority opinion decision. ?It is the misrepresentation that the Presbyterian Church ? recognizes the ceremony and the resulting relationship to be a marriage in the eyes of the church.?
The censure constitutes an official rebuke, but does not carry additional penalties such as or exclusion from church services or ex-communication.
The commission, made up of 15 ministers and elders from around the country, held a hearing on Spahr?s case in San Antonio last week. The six members who voted against censuring Spahr said punishing her sends the message that gay couples ?are children of a lesser God.?
?This second-class ? treatment proclaims the hypocrisy of our present interpretations,? the minority?s dissent read.
The actions that led to Tuesday?s verdict were the second time Spahr had challenged the Presbyterian Church?s teachings on same-sex relationships. The Permanent Judicial Commission acquitted her on charges of officiating at the weddings of two lesbian couples in 2004 and 2005 after concluding Spahr did not violate the church?s constitution because the ceremonies she performed were not legal marriages.
The church?s 173 regional bodies amended the Presbyterian constitution last year to allow the ordination of gay and lesbian clergy in committed same-sex relationships. Church leaders are expected to vote on this summer on whether to amend it further to allow ministers to officiate at same-sex weddings

With the Republican contenders meeting in Mesa, Ariz., Wednesday night for their final debate before Tuesday?s primaries in that state and in Michigan, the issue of illegal immigration will likely get another turn in the spotlight and the GOP will get another reminder of the general election difficulties it faces with Hispanic voters.
None of the four remaining GOP contenders has voiced support for a broad amnesty that would allow younger illegal immigrants to become permanent legal residents.
Of the four, former House Speaker Newt Gingrich has the most accommodating policy toward illegal immigration, calling for local citizen review boards to allow some long-term illegal residents to remain in the United States.
While immigration hasn?t been a dominant issue in this GOP presidential contest, it has a deep impact in Arizona where Republican Gov. Jan Brewer, signed SB 1070, a crackdown on illegal immigrants in 2010.?Brewer has not yet endorsed a Republican presidential contender.
President Barack Obama?s Justice Department is trying to overturn that Arizona law and the Supreme Court hears oral arguments in that case on April 25.
The GOP contenders are unlikely to directly criticize the Arizona law in Wednesday's debate on Brewer?s home turf. More than two-thirds of likely Republican primary voters in Arizona said they?d be more inclined to vote for a presidential candidate who backs SB 1070, according to the NBC News/Marist Poll released Wednesday.
The GOP contenders walk a fine line: hard-hitting rhetoric on immigration is popular with conservative primary voters, but may be costly in the fall because Latinos seem likely to account for a bigger share of the general electorate in battleground states like Colorado and Nevada than they did four years ago.
A new NBC News poll shows that GOP presidential hopefuls Mitt Romney and Rick Santorum are neck-and-neck in Michigan, but Romney has a comfortable lead in Arizona. NBC's Chuck Todd reports.
With Brewer now one face of the party on the issue, the GOP has come a long way from 2004 when President George W. Bush -- who said ?family values don?t stop at the Rio Grande? -- won an estimated 43 percent of Latino voters. Republican candidate John McCain won an estimated 31 percent of Latino voters in 2008.
In the 2008 election, Arizona went for its own senator, McCain. This year, its 11 electoral votes are an alluring target for Obama?s strategists. But the Democrats? ?chances of it flipping are pretty minimal? this year due to the conservatism of white voters there, said Ruy Teixeira, a political demographer and senior fellow at the Center for American Progress, a Democratic-allied think tank.
In the NBC News/Marist Poll of Arizona voters, in a hypothetical contest between Obama and Mitt Romney, 45 percent said they?d support Romney and 40 percent said they?d back Obama.
But overall in the general election, ?The Latino vote is going to be absolutely crucial in 2012,? Teixeira said at a recent conference on Latino voters at American University in Washington.?
In Nevada, for example, Teixeira?projects a four percentage-point increase in the minority share of the vote and a five-point decline in?white working-class voters? share of the vote.
The NOW panel expects immigration to be a hot-button issue during Wednesday night's GOP presidential debate in Arizona, but will the issue rise to the forefront of national attention?
If Obama can win 80 percent of minority voters nationally, ?he could get shellacked? among white voters ?as badly as?Democratic congressional candidates were in 2010, when they lost the white working class by 30 points? and yet ?he could almost survive that level of shellacking,? Teixeira argued.
Even in Pennsylvania, where Latinos were only four percent of the 2008 electorate, they may end up being crucial, Teixeira said.
He predicted that Obama will lose?among Pennsylvania?s white working-class voters, but ?all he has to do is not get totally wiped out. He can afford a 15-point loss, he can afford a?20-point loss, what he doesn?t want is 30-point loss? among white working-class voters.
?If he can get the Latino vote mobilized and motivated to vote for him at a high level, I think it very much reinforces his chances of taking the state,? he said.
Polling of registered Latino voters for Univision last month suggested that GOP opposition to the DREAM Act will make it impossible for most Latinos to vote Republican in November. In the Univision poll, 85 percent of Latino voters supported the DREAM Act.
Passed by the House, but rejected by the Senate in 2010, the DREAM Act would allow non-citizens under age 30 who entered the United States illegally before their 16th birthday to remain as legal U.S. residents, as long as they?d committed no serious crimes, earned a high school diploma, or served in the military.
Even though more than 60 percent of Latinos are U.S. born, and thus American citizens, most Latino registered voters also say they know someone -- sometimes a family member -- who is an illegal immigrant. That personal connection is one reason why the DREAM Act has become a litmus test.
All but three GOP senators voted against allowing a vote on the DREAM Act in 2010; all but five Democratic senators voted for it.
Obama?s support for the DREAM Act may be an electoral liability in states such as North Carolina -- Democratic Sen. Kay Hagan and three of the state?s Democratic House members voted against it in 2010 -- and in Indiana: Democratic Senate candidate Rep. Joe Donnelly voted against it. Obama carried both North Carolina and Indiana in 2008.
But elsewhere Obama?s support for the bill seems likely to help him win Latino votes.
?A lot of Latinos are very upset about Obama?s deportation policies? -- there were a record number of deportations in 2010 -- ?there?s a disappointment there,? Teixeira said, but he contends that what he calls the ?anti-immigrant tenor? of the Republican Party ?is pushing Latinos into the arms of the Democratic Party.?
Stanford University political scientist Gary Segura said that the GOP ?has missed a strategic opportunity? to win over Latinos. Obama, he said, ?is assuming he has support (among Latinos) that he may not have, but he might ultimately get away with it anyway ... because of Republican messaging on the (immigration) issue.?
Republican National Committee spokeswoman Alexandra Franceschi disputed the idea that immigration will dominate Latino voters? decisions in November.
Polls, she said, ?show that the number one issue that Hispanics across the country are considering when they?re going to make an electoral decision is jobs and the economy. I think the immigration issue kind of gets blown out of proportion ... .?
She noted that unemployment rate among Latinos is two points higher than the national average ?and they?re really frustrated by President Obama?s failed economic policies.?
The RNC launched a Latino outreach program last month, hiring Bettina Inclan, a former strategist for Florida Gov. Rick Scott, to direct that effort which will put RNC field workers in Florida, New Mexico, Colorado and Nevada to mobilize Latino Republicans.
The tension over immigration in the GOP has been between Gingrich and Romney.
In a debate last December, Gingrich referred to ?someone who's been here 25 years, somebody who has been a good local citizen, may well belong to your church, has children and grandchildren in the United States,? and argued that ?I do not believe the people of the United States are going to send the police in to rip that kind of person out and ship them out of this country ... .?
But he also said that most illegal workers in the United States ?should go home immediately? and ?we should make deportation dramatically easier.?
Gingrich in one ad branded Romney as ?the most anti-immigrant candidate,? and despite taking down that ad, stood by that label when asked about it in a debate last month.
Romney has said, ?I am pro-immigrant. I want people to come to America with skill and vitality and vibrancy. I want them to come legally.?
He has also said, ?I'm not going around and rounding people up and deporting them.? He proposes that legal immigrants receive a work permit. ?People who do not come here legally do not get a work permit. Those who don't get work will tend, over time, to self-deport,? he said.
Romney said last month that he?d veto the DREAM Act, but he supports a version of it that would open a path to citizenship to those who serve in the U.S. military.
Despite the general Latino support for the DREAM Act, Romney did win 54 percent of Latino voters in Florida?s Jan. 31 Republican primary.
Former Pennsylvania senator Rick Santorum voted against the 2006 comprehensive immigration reform bill which included a version of the DREAM Act.
He supports legal immigration, in order to boost population growth -- ?We are not replacing ourselves,? he warned last month -- and because ?immigrants bring a vitality and a love of this country that infuses this country with great energy.?
But he said, ?people who have come to this country illegally have broken the law repeatedly? by working here and must be deported.
The maverick GOP contender, Texas Rep. Ron Paul, who voted against the Dream Act in 2010, said in a debate last month, ?We spend way too much time worrying about the border between Afghanistan and Pakistan. Use some of those resources on our own border.?
But Paul also seemed to imply he?d tolerate some illegal immigration in a boom economy: ?The weaker the economy, the more resentment there is when illegals come in. If you have a healthy, vibrant economy, it's not a problem; we're usually looking for workers.?

Over time, ciphers became more and more complicated, so that they were harder and harder to crack. Harder, but not impossible.
"When you look at the history of cryptography, you come up with a system, and sooner or later someone else comes up with a way of breaking the system," Ekert said. "You may ask yourself: Is it going to be like this forever? Is there such a thing as the perfect cipher?"
The perfect cipher
The closest thing to a perfect cipher involves what's called a one-time pad.
"You just write your message as a sequence of bits and you then add those bits to a key and obtain a cryptogram," Ekert said. "If you take the cryptogram and add it to the key, you get plain text. In fact, one can prove that if the keys are random and as long as the messages, then the system offers perfect security."
In theory, it's a great solution, but in practice, it has been hard to achieve.
"If the keys are as long as the message, then you need a secure way to distribute the key," Ekert said.
The nature of physics known as quantum mechanics seems to offer the best hope of knowing whether a key is secure.
Quantum cryptography
Quantum mechanics says that certain properties of subatomic particles can't be measured without disturbing the particles and changing the outcome. In essence, a particle exists in a state of indecision until a measurement is made, forcing it to choose one state or another. Thus, if someone made a measurement of the particle, it would irrevocably change the particle.
If an encryption key were encoded in bits represented by particles in different states, it would be immediately obvious when a key was not secure because the measurement made to hack the key would have changed the key.
This, of course, still depends on the ability of the two parties sending and receiving the message to be able to independently choose what to measure, using a truly random number generator ? in other words, exercising free will ? and using devices they trust.
But what if a hacker were controlling one of the parties, or tampering with the encryption device?
Ekert and his colleagues showed that even in this case, if the messaging parties still have some free will, their code could remain secure as long as they know to what degree they are compromised.
In other words, a random number generator that is not truly random can still be used to send an undecipherable secret message, as long as the sender knows how random it is and adjusts for that fact.
"Even if they are manipulated, as long as they are not stupid and have a little bit of free will, they can still do it," Ekert said.

Cuttlefish have the most acute polarization vision yet found in any animal, researchers at the University of Bristol have discovered by showing them movies on a modified LCD computer screen to test their eyesight.
Cuttlefish and their colourblind cousins, squid and octopus, see aspects of light ? including polarized light ? that are invisible to humans, giving them a covert communication channel. The Bristol study, published today in Current Biologyfound that cuttlefish were much more sensitive to polarization than previously thought.
Lead researcher Dr Shelby Temple from the Ecology of Vision Laboratory at the University of Bristol said: "Just like colour and intensity, polarization is an aspect of light that can provide animals with information about the world around them. If you've ever put on a pair of polarized sunglasses glasses to cut the glare from water or the road, or gone to a recent 3D movie, then you've observed some aspects of polarized light."
With collaborators at The University of Queensland, Brisbane, Australia, the team gave cuttlefish an eye exam; but instead of measuring their acuity they measured the smallest difference in the angle of polarization the cuttlefish could detect.
Since the team could not ask the cuttlefish what they could see, they took advantage of the chameleon-like colour changes that cuttlefish use for camouflage as a way of measuring whether the animals could detect the polarized stimuli.
"We modified LCD computer monitors to show changes in polarization instead of changes in colour, and then played videos of approaching objects and watched for changes in skin colour patterns to determine if the cuttlefish could see small changes in polarization contrast," said Dr Temple. "Cuttlefish change colour all the time and respond to the slightest movement so they are an excellent model.
"Cuttlefish were much more sensitive than we expected. It was previously thought that polarization sensitivity was limited to about 10-20 degree differences, but we found that cuttlefish could respond to differences as small as one degree."
In addition to measuring the limits of polarization vision in the cuttlefish, the team also modelled how underwater scenes might look to an animal that has such high-resolution polarization vision. Using colours instead of changes in polarization angle they created images of the polarized world that humans can see and showed that there is much more information available in the polarization dimension than was previously known.
Co-author Professor Justin Marshall of The University of Queensland said: "These extraordinary findings suggest that we need to reexamine how we have been measuring the visual world underwater. Cuttlefish may be using the polarization of light much like we use colour, which means we may need to look at camouflage and communication underwater in a whole new way."

Remember Sarah Pinborough? She wrote A MATTER OF BLOOD and SHADOW OF THE SOUL, and I loved those books to death. Sarah is currently one of my absolute favorite authors, largely due to her ability to not only write awesome horror stories, but mainly due to the high quality of her writing. I was at World Fantasy and happened across a copy of Sarah Pinborough?s . It?s a limited edition novella, but don?t let that turn you away. Sarah told me at the convention that this was the best thing she?d written. So is it?
By far.
Horror is typically (and erroneously) associated with blood, guts and shock value. But Horror is much more than that. It can be complex, and focused on the things that terrify individuals and/or families. THE LANGUAGE OF DYING is about the horror of dealing with some of the most horrible situations a family can go through ? the impending death of a father.
Death ? especially of a personal nature ? is often glossed over. People don?t like to talk about it, and when they do, it is limited to fairly general terms. The complete personal thoughts of a person rarely are spoken. Why? Because sometimes those thoughts aren?t good. THE LANGUAGE OF DYING follows the main PoV - the middle, female child out of a family of five - as she deals with the imminent death of her father. It?s a terrible situation, and then she deals with the rest of her broken and dysfunctional family. Every member of the family feels extremely real. They each act in utterly believable ways, and not all of their actions are noble. Actions of extreme selfishness in the novel are countered by moments of sincere love from unlikely places.
I kid you not when I say Sarah Pinborough effortlessly handles the raw emotions inherent in this type of situation. Honestly, having personally experienced a sliver of this type of situation, the emotions are perfect. Perfect. Towards the end of the novella, I was in tears.
Don?t go into this novel expecting Horror in the hack-and-slash vein. This is a more personal Horror. It resonates on a deeper level, thus making the suspense and terror of the situation much more powerful. Honestly, I?m completely blown away by THE LANGUAGE OF DYING. Is it for everyone? No. Some people just won?t get it. That?s a shame, because this is one of the best works of short fiction I?ve ever read.
Recommended Age: 16+ more for theme than content
Language: Hardly any. Just in one little section.
Violence: There are some horrible situations described here. Again, they are more of a family and personal nature.
Sex: Nope.

I strongly recommend trying to get to one of these events by the way... it is amazing stuff.? It would be impossible for me to synthesize those two days into a single column or tactical tip, so as the weeks and months of 2012 unfold, I will open up my notes from the event and share little tidbits one at a time.? I?d like to first address some issues and ideas in relation officers? physical, emotional, mental, and professional wellbeing following a critical incident.?
?An officer,? said Lewinski, ?occupies a very unique position in the criminal justice system.? Everybody says, ?Why should you treat an officer differently than everybody else??? Well, because that officer is in a very unique position.? That officer has been selected by us, and they?ve been psychologically screened to be sure they?re in a state of health so they?re not a danger to themselves or others.? Very few people on the street can say that.??
A lilt of light laughter washed through the room at that last line.? Then, Lewinski continued, noting quite seriously that police officers have gone through a background check.? They?ve gone through training.? They?ve been sent out by society to do a public duty, and while doing that duty they?ve been assaulted or they?ve seen someone else assaulted and they?ve acted to prevent the assault.? ?That places officers in a very unique position,? Lewinski said.? ?They?re not your average assailant by any means.???

This idea, argued Lewinski, is not a bad one for consideration in the case of police officers following a critical incident.? This does a number of things, not the least of which is to:
1.) Ensure the officer?s physical, mental, and emotional wellbeing is attended to by professionals capable of recognizing and treating every type of trauma.
2.) Ensure that some time passes between the critical incident and the moment at which the officer is asked to recall in a detailed statement what happened.
In fact, Lewinski mentioned that Jeff Chudwin ? who serves as President of the Illinois Tactical Officers? Association in addition to his ?day job? Chief of the Olympia Fields (Ill.) Police Department ? recommends that officers who have been in a shooting go directly to a hospital.? For example, we know that the surge of endorphins which happens during a critical incident is very effective at blocking pain.? Those endorphins can conceal the perception of ? the conscious knowledge of ? really significant injuries.?
?You?ll see this over and over and over again, where officers have been shot, they?ve been injured, they?ve torn limbs, and they feel no pain,? Lewinski said.? ?It is very helpful to have any injury on the part of an officer to be documented by medical staff immediately after the incident.??
Because a cop who has been in an officer-involved-shooting incident is simultaneously a victim and a subject in a ?criminal investigation? this trip to the hospital can be invaluable.? Doctors and nurses not only treat, but also photographically catalog bruises which an officer may not even feel he or she has on their body due to that rush of endorphins.?
Administrative Issues
I mentioned the matter of memory in the second ?bullet point? above.? I don?t want to get too deep into the weeds in this column on the effects that physical exertion have on memory, or on the recommendations Force Science (and others) have made relative to the timing of taking a statement from the officer.?
The concepts of Saccades and Schema need to be addressed in their own complete column at some later date, for example.? Furthermore, I don?t need to recreate the wheel here.? An item from the Force Science Newsline a few months ago goes into detail?on this stuff.?
?Officers? exertion proved, for the most part, closely associated with incomplete and faulty memories of what they experienced. The exerters remembered ?less visual and auditory information? and made ?greater errors in recall? compared to the observing control group,? said that report.?
Suffice it to say that there is a lot of very good research out there which leads us to believe that a good night?s sleep and some time ?away? from the critical incident can significantly enhance an individual?s recollection of the events.? Very good argument can be made also that giving an officer the ability to do a post-incident walk-through of the scene can jog his or her memory to fill in a variety of gaps created by the way in which the eye and the brain work together to capture information and process it into memory.? That issue, coupled with the question of whether video should be viewed prior to making a statement merits its own independent space.?
Before I close up this column, I want to add just one last thing about interviewing an officer for the ?criminal investigation? following an OIS.?
?This is something that I have been working on for the better part of 20 years,? said Bill Everett during this segment of the seminar.? ?When we first started teaching this back in the 1990s, chiefs would always ask, ?When is the best time to?require the officer to give a statement??? My response was, ?Chief, there?s sort of this thing called the Fifth Amendment.? You don?t get to decide when the officer gives a statement for a criminal review process ? they do.? The officer has a right to remain silent and not answer any questions if they can be used for criminal purposes.? It?s a basic, fundamental right.? Now if you want to invoke Garrity, and give up your ability to do an effective criminal review, that?s fine, you can make the officer do the statement whenever you want.? If you want to get a voluntary statement, there?s that whole issue of keeping it voluntary,? Everett said.
?In my practice with my clients, we?ve tried to reframe the issue.? It?s not when do you feel like you want to conduct an interview?it?s when do you and the officer and the officer?s attorney agree the best time for an interview will be.? I don?t understand the logic that gets you to any different conclusion.? I have a really harmonizing [any other conclusion] with the Constitution of the United States.??
It was at this point that Lewinski and Everett offered a couple of rhetorical questions:
? When do you get to compel a civilian to making a statement?
? When do you get to compel a suspect to make a statement?
?Never,? Everett concluded.
?It?s Garrity that forces the issue,? added Lewinski.? ?And Garrity is a job-related issue.? Without that, you can?t compel anything.?
Not Just OIS Incidents
The above discussion during the Force Science Seminar was framed around officer-involved-shooting incidents, but the lessons learned here could be applied to a variety of critical incidents.?
1.) You?ve just had a knock-down, dragged-out fight on the street while trying to control that naked, sweaty, drug-addled suspect.
2.) You?ve been in a vehicle pursuit which led to a foot pursuit, which subsequently led to a similar knock-down, dragged-out fight.
3.) You?ve witnessed a particularly horrific crime being committed or had to take the detailed statement of a witness who did.?
4.) You?ve ______________________________ (fill in the blank as you so choose).
In the early going here in 2012 I?ve actually attended two different training seminars during which the topic of post-incident trauma was discussed.? In addition to the Force Science event last week, I also picked up some great ideas from a brief talk given by Sgt. Mary Dunnigan of the San Francisco Police Department Behavior Sciences Unit to an assembly of Bay Area cops.?
